Trump's Woke Warning Misses The Continent's True Threat: Technological Decline.

The recent US security policy document presents a flawed assessment of Europe. It claims that open-border policies and what it terms "woke" policies pose an existential threat to European civilization. However, this argument rests on a serious misinterpretation of the reality. The true challenge facing the EU is not societal but economic and technological backwardness.

The Stark Economic Gap Separating Europe and the US

Statistics paint a sobering contrast. Between 2008 and 2023, US GDP grew by 87%, compared to a paltry thirteen and a half percent growth for the European Union. During this time, European income per person dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now has a higher per capita income than major European economies like Italy and France.

Today, roughly half of the global top fifty tech companies are US-based, while a mere four are European.

The Technological Deficit: The Core Question

This widening economic gap is driven by stronger efficiency gains in the US, fueled by breakthroughs and higher total factor productivity. The landscape of world technology dominance is overwhelmingly American. In the last fifty years, hundreds of American startups have grown into companies valued at over ten billion dollars, compared with only fourteen in the European continent.

This disparity raises a pressing question: In the race for future industries like AI, semiconductors, and quantum computing, where does Europe positioned? Most analysts agree it is largely a two-horse race involving the United States and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Technological Lag

A number of major factors explain this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. Europe has yet to establish a genuine capital markets union, which caps the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hamper Europe. A American entrepreneur can introduce a product under a single regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is divided among 27 separate systems, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking differ sharply. In parts of Europe, business failure was once met with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these hurdles, there are reasons for optimism. Policymakers are growing more conscious of the existential challenge and have begun to advance substantial change. Notable analyses on EU competitiveness and the single market point to the need for sweeping changes.

Given appropriate incentives and regulatory reforms, Europe's strengths could support much higher levels of commercial innovation.

Europe still possesses significant advantages: skilled workforce, top-tier education systems, and world-class research institutions. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating cutting-edge tech, it can still dramatically increase economic output by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now stands at a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's slide in innovation has been gradual. But, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in world influence.
